Assuming the donation amounts are insufficent to purchase a functional 
chamber, operators and operating budget for the year,...my inclination would 
be to send them some big Oxygen tanks, a basic summary of IWR and how to do 
it, and have them start doing "In-water-recompression" following every dive 
they don't feel well from. A few  may have O2 hits, but a larger number will 
be saved from the many now afflicted.  The reality is that any moron can do 
their own IWR unless they are already paralyzed and unable to swim.
