One point that may be of interest to the group, once all is well with the
local community and they happily dive the lobster population to a non
sustainable level what next?

I am not being naive or cold hearted but once lobster harvesting is no
longer viable the community will be in even worse situation as their is
now no recourse.

Also decompression chambers will not help with the bends cases if the
divers are having to use up to 12 cylinders to harvest enough lobster, or
would you like to see the divers in the chamber after each dive.

Be realistic there must be another way for the community to earn an
income and that is what the discussion should be about.
