ANDI headquarters, which is located not far from me, does in fact perform
partial pressure fills. One of their technicians works for me now and had
verified this. Several years ago I was at ANDI Headquaters and witnessed the
same.
Continuous blending involves nothing more than introducing oxygen at the
ambient air inlet of the air compressor (a Rix compressor) and controlling
the flow to get the desired percentage of nitrox.
