All your points are well taken and very much appreciated since I have 
*NO* corporate memory of what's come before. From my perspective 
PADI/NAUI/SSI/IANTD/etc. all came full blown down from Mt. Olympus, are 
well established, and in my extensive dive history (Jan '96!) always 
seemed to exist.

But, now you're (as well as most) are discussing *execution* (quality) vs 
existance of such certification courses which is where the discussion 
should be.

I suppose living near DC has made me a bit gun-shy as far as regulations 
are concerned. Professional legislators/politicians frequently seem to be 
of the mind-set of "protecting" everyone from everything. While that 
seems commendable on the face of it, it always seems (at least to me) to 
result in overkill and politically folks are beginning to react in kind.

Now, having kept the legislative wolves at bay (for the time being) 
divers are voicing displeasure over their own appointed agencies' 
policies/pricing/, etc.

I'm obviously showing my niavete (not the first or last time) since I was 
looking at just the prevention and not the profit motive (though as I 
start my trip down the certification/training path I'm becoming 
personally more cognizant of the latter! Basic, Advanced, Dry-suit, O2 
admin and Rescue sure add up fast!) 

I have not seen the details of the various Nitrox courses (though out of 
necessity I will have to be taking one of them eventually in order to get 
fills if nothing else) but looking at the topic it seems it should be a 
refining of the "Nitrox 21" training I've already received. (You either 
understand the physiology or you don't...if you don't you really 
shouldn't be in this business). If it is being made that complex and 
pricey to participate then perhaps I too will be joining the crowds of 
the disgruntled. (at the moment I fear I may be stumbling around with the 
clueless)
