I suspect because it is air, and the 190-foot limit has to do with 
narcosis, not O2 levels. Sure, he could "custom blend" a nitrox to give 
him the "best of both worlds" at that depth, but that would be silly 
because he's not at that depth long enough for it to matter.  I'm sure G 
will answer much more eloquently.
