Well, there appears to be a new industrial process just being developed for
depositing diamond films.  It uses some combination of lasers and CO2 gas. 
So maybe you could use some combination of lasers to break down the CO2
into C and O2 and plate the C out onto a disposable receptacle.  Then every
few years, you replace the receptacle and throw away the diamond...

(BTW, that process is allegedly real.  The experimenters made a mistake and
loaded their test chamber with CO2 instead of N2, and got perfect diamond
film.)
