Subject: PH level for restoration

I'm soaking a set of wrenchs from the ship wreck Empire Gem, NC.
I need to know either the PH level of the lye solution that I'm soaking the
wrenchs in or a ratio of (lye:water).
I'm using a can of "dry" lye to about 10-13 gal. of water now. Is that a
correct ratio?
If you can supply me with a ratio, please specify if the lye is a liquid or
solid.
