The only NOAA diving page I've seen is a little one page blurb on the program 
itself.  If you want it it's at:  http://www.noaa.gov/nchome/dive.html but it 
isn't going to give you any diving information.  There may be more out there 
that I'm not aware of, I know some NOAA divers (I'm not one) read this list.  
You might also want to try some of the search engines on the NOAA 
Environmental Information page at:  http://www.esdim.noaa.gov/  There are 
probably hundreds of different NOAA home pages for fisheries, weather service, 
ocean service, regional offices etc. and I'm not aware of any comprehensive 
central directory.
