It is so they don't explode in fires and kill firefighters, but that is pretty 
stupid as the o-rings go before the bursts disks anyway. 
 
In this country our government is run by lawyers and back-slapping red necks, 
whereas in a country like Japan, the people in goverment are the best and 
brightest. We have bursts disks, which I plug, and you do not.
