Seems to me that you could use small squares of foam..  Use the liquid
acrylic resin to pour around them, layer by layer.. (say 2 inch squares with
a 3/8 inch gap.. anymore would weigh too much) This would compartmentalize
the flotation. Cover the shaped unit with a fiberglass shell.. 

 I have been working on an unsegmented prototype off and on for a year or so
now. Had designed it to hold the tanks upside down (valves down) to reduce
hose lengths on the console and reg  and have no hoses overhead to get
caught.  Also makes the valves easier to access.  Designed more for sport
than Tech but could be adapted depending on how the octo and redundants were
setup.
