Just a thought

What about rigid flotation.  A piece of styrofoam could be carved to fit 
in the gap between the tanks.  A coat or two of fibreglass to help 
resist pressure.  Viola, 5 to 10 Kg lift.  A little time with a block of 
foam could create a fairing for the two tanks that would be as 
streamlined as a single.  I would try to get enough lift to have the 
tanks neutral when empty.  The combo would only need about 9 Kg lift 
from the wings when the tanks were full.

Disclaimer:  I am a self-professed newbie.  I never listen to my own 
advice, and neither should you:)
