Rich, Hydrogen and nitrogen are used as CNS depressants to ameliorate the effects of HPNS (in fact, they used to use good scotch whisky in the North Sea for the same effect on heliox bounce dives). HPNS seems to "excite" the CNS, and the addition of narcotic gases tends to depress the CNS, hopefully leaving the diver at a more or less "normal" state.
