John,

CO2 cartridges started disapearing from BC's around the late 1970's / 
early 1980's.  For a while the BC manufacturers let the dive community
make the choice by provide the CO2 inflators as a add on option for
approx $30.00 - $50.00.   Must divers with power inflators chose not
spend the added money.  So the manufactors (MOST) dropped the option all
together by the late 1980's.
