Jason, the lumpy bottom and the pressure make them sound like CO2 bottles.
I have heard that in the early days before tanks were widely available,
people used CO2 bottles a lot.
Older bottles were often stamped ICC- Interstate Commerce Commision
rather than the current DOT- Department Of Transportation.
The adapter in the tank neck is called a bushing and my "hydro man" tells
me that they are now illegal to use. You will have to find valves that will
fit the tank threads, check to see if this is possible before you spend any
money.
Other than that, if they pass hydro and vip they should be all right.
