Mixup in terminology - some of the SEMI closed circuit rebreathers
have a constant mass flow valve.  They vent gas on a more continuous
basis.  Fully closed circuit rebreathers only vent when you purge the
loop or rise in the water column enough that the loop is full (but
you'd most likely dump gas from the loop before that to control your
bouyancy).
