If you can get a hold of a tank of nitrous oxide gas you can experience 
the above and the "wah wah" as well. The wah wah seems to be triggered by 
sound, music playing while you suck the gas tends to bring it on. It is 
more of a phasing effect, although I can see it being described as a "wah wah".

Amazing what you learn in collage.
