It is very simple, buy an European standard VCR (PAL/SECAM few hundred
dollars) and connect the video and audio input/output.
Press play on the European and Rec on the American.
If you want better quality you need the master tape of course.
The tape is the same, it is just the recording format that is different.

(NTSC = Never The Same Color)
(PAL = Put Another Line)

PS: Europe run at 220V 50Hz, America at 110V 60Hz, a conveter is needed.
