  Ditto. When I am diving I prefer a really l-o-n-g wander in shallow well-lit
water, rather than have to go deep into dark and all the time my air is going
3 or 4 times faster than if I was shallower and the dive is over too quick and
I am risking bends. Diving costs, and I want to make a dive last a good while.
  But we don't want controls ad infinitum: when I was in the Red Sea in Sept
1995, I met 3 Portuguese divers who told me that until recently all sport
divers had to register their diving gear with the Navy like we in Britain have
to register guns.
  (Portuguese slogan that I saw on one of their T-shirts: `Mergulhar e amar o
mar' = "to dive is to love the sea")
