I am just a lowly NAUI Advanced sport diver, who has been away from things for some time, and who has been following the techdiver list more out of curiosity than anything else. The rule I learned, twenty years ago, was that the instructor was under no obligation whatsoever to sign a C-card, if for WHATEVER reason he didn't think that certifying the candidate was the right thing to do. My Advanced instructor had exactly one criterion for certifying someone, namely, whether his girlfriend would be safe diving with him, doing the things he had just been taught. He signed my card. Knowing his girlfriend, and knowing how much he cared about it, I considered it a compliment and a heck of a vote of confidence. (And there was never any doubt whatsoever in my mind that he wouldn't have signed the card if he hadn't thought Kathy would be safe diving with me.) If Raimo didn't want to sign the card, he had a reason, and I see it as his call and no one else's.
