I can't imagine how a titanium layer could possibly prevent some heat loss
in a wetsuit. I thouht heat loss in wetsuits are essentially by conduction and
convection and not by radiation. On the other hand I think that in drysuits
heat loss can be reduced by such a titanium (or any other metal) layer.
I made the following experience: If you put your arm into an aluminium tube
your arm starts to feel warm after some minutes. You do the same thing under
water and you couldn't tell the difference if your arm is sourounded by the
tube or not.
