I can't imagine how a titanium layer could possibly prevent some heat loss in a wetsuit. I thouht heat loss in wetsuits are essentially by conduction and convection and not by radiation. On the other hand I think that in drysuits heat loss can be reduced by such a titanium (or any other metal) layer. I made the following experience: If you put your arm into an aluminium tube your arm starts to feel warm after some minutes.
