You should read an article before you dismiss it. It was referring to people who are "required" to take a buddy. These are the people who travel alone and go on dive trips. The articles points out the fact that by assuming a buddy, you become responsible for him. This means you may be sued if something happens to your assigned (read stranger) buddy even though you were not at fault. The author suggests that if you don't want to accept a particular buddy, you should be allowed to dive alone. Remember, these "tour guide" magazines are for recreational diving only. This means that they recommend a maximum depth of 100 feet with absolute maximum of 130 feet.
