Just to give everyone accurate information concerning the fatality at Little
River.  During the investigation, I asked the survivor what his level of
training and experience.  He stated he thought Intro and he was asked his
total number of cave dives and when he was given his intro card.  He stated
he and his friend had approximately 70 cave dives and were trained 6 years
ago.  It was later determined from Tom Mount, IANTD, that they had both been
given Intro cards in Nov. 1997, not six years ago but less then 2 1/2 years
ago.   The fatality and almost double fatality was caused in my opinion was
caused not by both divers wearing doubles, but that they were using scooters
and were diving well past both their training and experience levels.
Neither diver had been in the water since Sept and this was their first dive
of their trip.   This was not the time to scooter over 2,000 feet into a
cave they were know.   The survivor thought the well casing was in the
Florida Room.  Unfortunately many out of state divers come to Florida and
jump in the water after not diving for months and think their level of
confidence is what it was just after they left the water six months prior.
Their level of confidence is on a roller coaster.  It takes hundreds of cave
dives to become confident and proficient.   This does not happen by diving
two or three times a year.

Unfortunately,  this type of incident will happen again.   Years ago we were
criticized at Ginnie Springs Resort for setting strict standards for cave
diving.  If they two divers would have attempted to dive at Ginnie this past
week, they would not have been allowed to dive with doubles and not allowed
on scooters.   Since there are no standards or enforcement at many of the
other sites, inexperienced and undertrained divers get into trouble.

I don't know what the answer might be.   Rose Meadows ran off three divers
the same evening of the fatality.   It was dark and one diver was cavern
certified and the other two were open water.   They told her they were just
going to do a time to the chimney.   Fortunately a Deputy came by and told
them not to dive, otherwise we might have had additional bodies to recover.
