Charles, I guess you have never done any kyak (spelling?), canoe, or bass boat diving? That's where you set the gear over the side, jump in, and put it on. Later, you take it off, climb in, and retrieve it. There's no need to be rescued. I'm not advocating QR, just pointing out why you might want to remove gear on the surface.
