There is the newsgroup uk.rec.scuba, a set of web based forums on the BSAC site (maybe others too), there is a UK-DIR list and you might get details of that at http://www.gasdiving.co.uk/ (I'm led to believe it's for hard-line DIR divers only though) and there is Scuba-UK which isn't a truly technical list, but various technical issues are discussed and it's not biased towards any specific methodology or agency, although there are probably supporters of just about every diving methodology and agency on the list.
